1. combine zest and juice of lemons with 2 tbsp rosemary, 2 tbsp olive oil, 1 clove minced garlic, salt, and pepper. mix well.
  2. coat chicken thighs in the mixture. arrange thighs, skin-side down, in a baking dish lined with parchment paper.
  3. bake at 400F for 60 minutes, flipping halfway through.
